About Us: Bio for Jim Damicis

Jim Damicis co-owner and a principal of PolicyOne Research Inc. Jim specializes in economic and community development, state and local fiscal policy, science and technology policy, and policy analysis to support advocacy efforts. Prior to starting his own business, Jim worked for two-and-a-half years for the Maine Science and Technology Foundation (MSTF) where he served two years as the Director of Research and six months as the Director of Policy. While at MSTF, Jim was responsible for building and overseeing the Foundation’s public policy research capacity, including producing Maine’s Innovation Index, overseeing an Evaluation of Maine’s Public Investments in Research and Development, and managing the Foundation’s Assessment of Maine’s Technology-Based Clusters.

Jim has earned a Bachelor of Arts Degree in Economics and Political Science from the University of Connecticut, Storrs, and a Master of Arts in Public Policy and Administration from the Edmund S. Muskie School of Public Service at the University of Southern Maine.

Prior to working for MSTF, Jim worked as an Associate with the public policy consulting firm of Planning Decisions in South Portland, Maine for five years. While at Planning Decisions, Jim served state and local government clients in the areas of economic and community development, fiscal analysis, and demographic forecasting.

Jim started his professional career as the Research Director for the Maine Municipal Association, a position in which he served for five years. As the Research Director, Jim established the Association’s in-house research capacity, conducted the first comprehensive evaluation of municipal fiscal conditions in Maine, and managed the Association’s Information Resource Center.

Jim resides in Scarborough with his wife Joanne, and two children, Patrick and Adrienne. Jim is active in the community and is currently a member and past president of the the Scarborough Kiwanis Club, a mentor with the Scarborough Middle School Builder’s Club, and an instructor with the Scarborough Gym Dandies Children’s Circus at the elementary school level.  Jim also is serving on the Scarborough YMCA Programming Committee, and on the Scarborough Library Building Renovation Campaign.
